Provincial Restrictions

The following information regarding restrictions or other requirements is provided for your guidance, and CaRMS recommends that you check with the provincial registrars or medical schools directly to confirm these restrictions.





Restrictions in Newfoundland

Information for International Medical Graduates

International Medical Graduates (IMGs) who are seeking Postgraduate Medical Education at Memorial must have Canadian Citizenship or Landed Immigrant status, and meet the requirements for the Educational Register of the Newfoundland Medical Board (NMB).

A summary of the NMBs requirements follows with further information provided below:

  • MCCEE
  • TOEFL
  • TSE
  • EICS Verification of Documents
  • Applicant must have engaged in general clinical practice/training, acceptable to the NMB, during the three year period prior to expected start date of training.

Medical Council of Canada

A current pass in the MCCEE is required, and if applicants provide proof of performance on the MCCQE (parts 1 and 2) this will also be considered. For further information regarding MCC examinations you may contact:

Applications for the MCCEE and the MCCQE (part 1) are available from most Canadian Employment and Immigration Commission outside of Canada.

Test of English

Graduates of International Medical Schools must obtain scores on TOEFL and TSE in accordance with the Newfoundland Medical Board requirements, as follows:
  • TOEFL - 580 paper exam or 237 computer exam
  • TSE - 50

EICS Verification

The NMB requires IMGs to submit proof of document verification from the Educational Commission for Foreign Medical Graduates (ECFMG) International Credentials Service (EICS) - this process can take several months to complete. Therefore individuals who are interested in applying to programs at Memorial are advised to contact the EICS.

Acceptance and Appointment

Only those who are expected to meet all requirements of the Newfoundland Medical Board will be considered for positions offered through CaRMS 2nd Iteration, and the Special Funded Program.

Final acceptance and appointment to programs will be contingent on clearance from the NMB regarding eligibility for the Educational Register.

Restrictions in Nova Scotia
At Dalhousie University, preference will initially be given to Canadian medical school graduates who have not had previous post-MD/clinical training. All other Canadian citizens and landed immigrants will be considered through the second iteration of the CaRMS match. International medical graduates must have passed the Medical Council of Canada Evaluating Examination (MCCEE). Anyone matching to our programs must take Part 1 and Part 2 of the Medical Council of Canada Qualifying Examination (MCCQE). All residents who want to be licensed to practice in Canada must successfully pass both parts of the MCCQE. This is best achieved in the PGY-1 and PGY-2 training years.

Preference will be given to international medical graduates who are living in Nova Scotia, New Brunswick or Prince Edward Island and working in an area of health care. International medical graduates must have passed the Medical Council of Canada Evaluating Examination (MCCEE). Anyone matching to our programs must take Part 1 and Part 2 of the MCCQE. All residents who want to be licensed to practice in Canada must successfully pass both parts of the MCCQE. This is best achieved in the PGY-1 and PGY-2 training years.






Restrictions in Quebec

Applicants who are international medical school graduates, and who wish to obtain information on the practice of medicine in Quebec as well as the possibility of completing residency in Quebec should contact the provincial licensing body for information on the evaluation process:

Applying to McGill University

Admission to McGill University residency training programs via CaRMS is limited to graduates of accredited medical schools in Canada and the United States of America. Government regulations in Quebec do not allow us to consider out-of-province visa students for admission to our programs.

International medical graduate who successfully complete the requirements of the Collège des médecins du Québec who are Canadian citizens or permanent residents of Canada and who are currently living in the province of Quebec may apply to McGill via the first iteration of Carms. In Quebec, an American medical graduate seeking postgraduate training in Quebec who is an American Citizen, must apply under a special quota called the American Quota. In this case, McGill programs must be applied to outside the CaRMS match through the American Quota. Restrictions in Ontario

Graduates of international medical schools cannot apply to programs in Ontario through CaRMS for the first or second iteration of the match. Graduates of medical schools outside of Canada or the United States of America with Canadian Citizenship or Landed Immigrant Status, who wish to do postgraduate medical training in Ontario must apply through the Ontario International Medical Graduate Program.

This is the only way into postgraduate medical training in Ontario for graduates of international medical schools with Canadian legal status.

Restrictions in Manitoba

International Medical Graduates (IMGs) may apply through CaRMS for Residency positions in the second iteration of the match. IMG's must be Canadian citizens or landed immigrants and have successfully passed the MCCEE to be eligible to apply. All accepted resident candidates must also challenge the MCCQE Part I prior to the beginning of their residency. For those IMG's who are already licensed, only those licensed to practice in Manitoba will be eligible.

In addition, a separate program for international medical graduates who live in Manitoba is in the developmental stages, but not yet operational.




Restrictions in Saskatchewan

In Saskatchewan, ministry of health funded positions in the second iteration of the CaRMS match are restricted by government to Canadian citizens or landed immigrants.

International medical graduates, at the time of application, must be Canadian citizens or landed immigrants and must have passed the Medical Council of Canada Evaluating Examination (MCCEE) within the five year period prior to when postgraduate training would start, if matched. Priority will be given to those who have successfully completed the MCCQE (Part I).

TOEFL: All international medical graduates are required, prior to application, to have passed the TOEFL exam with a score of 250 (old scoring 600) or greater in order to be eligible for residency training with the University of Saskatchewan.




Restrictions in Alberta

In Alberta, ministry funded positions in the second iteration of the CaRMS match are restricted by government to Canadian citizens or landed immigrants. The current standard of the College of Physicians and Surgeons of Alberta is that international medical graduates must have passed the Medical Council of Canada Evaluating Examination (MCCEE) and Part I of the MCCQE before commencing postgraduate training to be eligible for educational registration.




Restrictions in British Columbia

International medical graduates can apply to programs in British Columbia through the second iteration of the Residency CaRMS Match. All candidates must be Canadian citizens or landed immigrants at the time of application. All candidates must have written and passed the Medical Council of Canada Evaluating Exam (MCCEE) within the five year period prior to when postgraduate training would start, if matched. All international medical graduates are required, prior to application, to have passed the TOEFL exam with a score of 250 (old scoring 600) or greater in order to be eligible for residency training with the University of British Columbia.

In addition, there is a separate program for international medical school graduates (IMGs) through the provincial government, which provides six positions for postgraduate training in British Columbia for international medical school graduates living in the province. To apply to any program at the University of British Columbia, a candidate must be a Canadian Citizen or Landed Immigrant. Only Canadian Citizens or Landed Immigrants who have graduated from a Canadian Medical School are eligible for the first iteration of the CaRMS match.
